Hire a CISO
Strategy, governance and demonstrable security — requirements, market reality and hiring for Germany, EU and international organisations
Our IT recruitment team combines IT executive search, specialist IT recruiters and scalable technology recruitment for security-critical hiring.
The Chief Information Security Officer (CISO) owns the strategic direction of information security: from risk and ISMS to investment, policy and evidence for boards and regulators. Expectations are shaped by NIS2, sector rules and enterprise compliance programmes.
Practical guidance appears in BSI material on ISO/IEC 27001 and BSI on ISMS; threat context is informed by BSI situation reporting and ENISA threat reporting.
The NIST Cybersecurity Framework structures outcomes from identify through recover — many enterprises map CISO goals to SOC, IT and OT operations using such frameworks.
Successful hiring combines certifications with proven leadership: crisis communication, board fluency and the ability to position security as a business enabler — not only a cost centre.
Role profile: what a CISO does
Purpose of the role
Steer information security strategically: prioritise risk, fund programmes, demonstrate compliance and build organisational resilience against attacks and regulatory scrutiny.
Typical accountability
ISMS governance, policy and standards, budget and roadmap, reporting to executive and supervisory bodies, steering SOC/IR/architecture, third-party and group security.
Example success metrics
- • Reduction of critical audit findings
- • MTTD/MTTR for agreed incident scenarios
- • Execution rate of security roadmap and training coverage
Responsibilities in detail
1. Strategy, ISMS and governance
Design and run an ISMS aligned with ISO/IEC 27001 and organisational policy; map obligations under NIS2 where applicable.
2. Risk, compliance and reporting
Steer risk treatment, controls and evidence; align with privacy (GDPR) and sector-specific requirements.
3. SOC, IR and architecture alignment
Ensure effective collaboration with SOC and incident response; align detection with MITRE ATT&CK where used.
4. Executive communication and crisis leadership
Translate risk and investment needs for the board; lead during major incidents.
Interfaces: who the CISO works with
Internal
- CEO/CFO, legal, internal audit
- CIO/CTO, enterprise and OT/ICS architecture
- Privacy, HR for culture and awareness
- Operations, SOC, incident response
External
- Regulators, auditors, external IR partners
- Insurers and forensic vendors
- Critical suppliers and cloud providers
The CISO must translate technical and regulatory complexity into decisions — without strong interfaces, governance fragments.
Skills and leadership profile
Technical and professional
- Several years leading information security or adjacent functions
- ISMS, risk, audit and common frameworks (ISO 27001, NIST CSF, BSI)
- Working knowledge of SOC/IR, identity, cloud and OT where relevant
Leadership traits
- Board-level communication and crisis presence
- Influence without unlimited budget
- Integrity and political skill in matrix organisations
Salary orientation (Germany)
Leadership benchmarks appear in Market and similar sources; CISO roles with group accountability or regulated exposure typically sit in the upper market band.
Premiums are common for multi-country scope, listed companies or high public exposure (including KRITIS).
Why CISO hiring is difficult
The experienced CISO pool is small; ENISA and industry studies highlight persistent cybersecurity skills gaps.
- • Few candidates combine strategic governance with proven crisis leadership.
- • Board and audit expectations are rising — references must match.
- • A wrong hire is reputation and liability sensitive.
